Well, look no further than Rocket Internet , Team Europe or HackFWD for example. Former entrepreneurs in Germany all started incubators instead of funds. Germany though???

In Germany alone, there was something like 85 active funds in 2000. I wasn't in a position to inject further capital alone and I spent a year or two fighting to somehow try and save these businesses. Running around Europe trying to find lead investors for these businesses was priority number 1. Therefore there was a ton of VC's.
