The NDS observed that we not only faced non-nation states (terror organizations,) but going forward we have to plan for 2+3 adversaries (China, Russia, Iran, North Korea and the non-nations states.) Next, we introduced the National Defense Strategy (NDS) which describes how the military supports the overall National strategy.
