AFWERX has a program called SBIR , which is a way that startups can work with the US Air Force with little or no hassles. You can also just email them to learn more. In a nutshell, barriers to working with the Air Force have been “mitigated” ( blown up sir! They mean you! You can get $50k initially and up to $3M over time.

I'll add one more point: The SBIR program is based on a dated notion of small business research, and the multi-year process doesn't line up with the speed of many modern startups. In many cases I look at an SBIR and say "how about I just build that and sell it to you when it's done," but that is unrealistic today.
