In the 21st century you need a scorecard to keep track of the threats: Russia, China, North Korea, Iran, ISIS in Yemen/Libya/Philippines, Taliban, Al-Qaeda, hackers for hire, etc. That approach doesn’t work anymore. Innovation then becomes a continuous cycle rather than a bottleneck.
