My view still stands – for many hiring managers a large factor in looking through resumes of somebody who is 30+ and has never worked somewhere for more than 18 months will be the job hopping element.

Personally I use Visual Web-Developer from Microsoft - it’s free and powerful. However, it is also very complicated to use, as it’s a full web-development environment. If you don’t know how to code in C# then it is probably easier and faster to use Dreamweaver , Frontpage or the freeware KompoZer.
