If youre emitting HTML, as 99% of all PHP apps are, its just so damn convenient to throw in PHP tags along with your layout tags, all inline on the page. At IMVU, when wed hire a new engineer, we could get them to ship code to production on their first day, even if they had never programmed in PHP before. As always, Paul is right.
