The two groups would merge in 1949 as the Armed Forces Security Agency and then become the National Security Agency (NSA) in 1952. While it seemed like a good idea and had the Navy’s backing, the founders got turned down for funding by companies, investment bankers and everyone, until they talked to John Parker.
