The first part is the hardest part: hunting for a programmer. If you have a friend who is a recruiter then ask them to tell you what they recommend that will not cost anything. For the tech savvy this might include reading an intro book on programming. If they own a Mac Book Pro that may cost around $1,800 bucks (new).
