As soon as you get someone who’s never been an engineer making hiring decisions, you need to set up proxies for aptitude. Bemoaning that non-technical people are the first to filter resumes is silly because it’s not going to change. What can change, however, is how they do the filtering. Undergraduate GPA.

Fog Creek explicitly recognizes that many good software engineers have no desire whatsoever to do "management" or to take on a formal personnel management role. One of the purposes of the Fog Creek Professional Ladder is to create a career path with promotions for engineers who simply do not want to do management stuff at all.

Sometimes non-programmers arent very good at anticipating where there might be problems, so it makes sense to give a very high-level overview of what you expect to happen after the first milestone, and the programmer will know if any follow-up is necessary. However, as the complexity grows, the pool of competent developers shrinks.
