For most of its existence, PHP didnt have a standard package-distribution system or very good module support. Although this was annoying for sysadmins, security consultants, and language purists (and for those who had proprietary modules that couldnt be bundled), it was a huge boon for developers. Everyone has to be a generalist and able to work on any kind of problem - specialists will be (at best) somewhat bored and (at worst) highly distracting because they want to steer product development into whatever realm they specialize in. Stage 2: The first hires. Another reason to break into teams is specialization.
