My first company was founded in Ireland, headquartered in England and had country operations in the UK, France & Germany. Due to the language and culture issues in Europe we opted for a country structure with an MD in each country and local sales, marketing & customers support staff. It doesn’t seem fair.

But, it’s not so high such that only a small number of people can pay for it, so you don’t have to get the sales process perfect as a first-time entrepreneur or be a super salesperson. Long sales cycles or signed contracts that won’t pay you for months is tough as a small investor (ala elephant hunting).
