His goal was to find a programmer who would come in as an early partner and work as an Equity-Only Developer. At that point, you can't really just try to find someone to build it on the side, do equity only, etc. Along the way, this gradually turned into hunting programmers in the wild. It needs to be funded to be successful.

When Zuckerberg started Thefacebook.com he was a PHP coder (translation: not a real developer). A beginner will get things working, but go up the ladder a little and you'll get a coder who has learned how to innovate.

Outsourcing is something a big company, with a known customer / problem (that has revenue & traction) does to save cost. I have a proposal written up including full cost and revenue projections. Ideally you can pay them based + equity so that you’ll get their attention and focus on the project. They care about real product.
