In 2012, MarketingSherpa posed the question , “Did optimization or testing demonstrate ROI in 2011?” However, you have to have a predictable traffic stream (ie PPC) and even then it is rough. What works for PPC traffic might not work for returning direct traffic, SEO traffic and so on. Measuring ROI of optimization is hard.
