If youre emitting HTML, as 99% of all PHP apps are, its just so damn convenient to throw in PHP tags along with your layout tags, all inline on the page. For most of its existence, PHP didnt have a standard package-distribution system or very good module support. Youre right php can get ugly when used inline with html.
