The two groups would merge in 1949 as the Armed Forces Security Agency and then become the National Security Agency (NSA) in 1952. While unique for the time, this public-private partnership was in-line with the wartime experiment of Vannevar Bush’s OSRD – using civilians in universities to develop military weapons.
