In the 21st century you need a scorecard to keep track of the threats: Russia, China, North Korea, Iran, ISIS in Yemen/Libya/Philippines, Taliban, Al-Qaeda, hackers for hire, etc. — Problem 1 : Regardless of a high-level understanding that business as usual can’t go on, all agencies are given “guidance and metrics (what they are supposed to do (their “mission”) and how they are supposed to measure success). “…it takes all the running you can do to keep in the same place. ”.
