Five years ago, Joe Felter , Pete Newell and I realized that few of our students considered careers in the Department of Defense or Intelligence Community. As each new technology created new military systems, new operational concepts were developed (bows and arrows were used differently than rocks, etc.).

How do you drop those on North Korea? . Blinken : We found that defectors getting out of North Korea have much greater access than we thought to technology, much of it coming in from China. Then the question is, will their governments allow them to use it and if not, are there workarounds? .

No democratic government will ever ban technology. By their nature, governments must protect innovation. In the long run, a healthy strategy for a government is to encourage innovation, including the use of cryptocurrency. It is a minor example, but it is important for both governments and companies.
