That sounds like a lot of responsibility for someone fresh out of undergrad as I was then, but in reality both of these were peripheral elements of PayPal’s core web-based payment product which was still heavily concentrated on eBay auctions at the time. So not a new store of value and this is basically scenario #1 described above.
