Our proposition to the class is that once the pattern is understood we can manage it and hopefully accelerate it. General/Flag Officers achieved their rank because of their ability to lead people and manage known processes. Simply stated, this cycle is a repeatable pattern that has been occurring for hundreds if not thousands of years.

In the 21st century you need a scorecard to keep track of the threats: Russia, China, North Korea, Iran, ISIS in Yemen/Libya/Philippines, Taliban, Al-Qaeda, hackers for hire, etc. Army’s Rapid Equipping Force on the battlefields of Iraq and Afghanistan finding and deploying technology solutions against agile insurgents.
