We used these tools to keep pace with the Soviet threats and eventually used silicon, semiconductors and stealth to create an offset strategy to leapfrog their military. He’s spent the last four years in Silicon Valley out of uniform continuing that work. Solution 5 : The reality is that the DoD/IC is not Silicon Valley.
