AFWERX has a program called SBIR , which is a way that startups can work with the US Air Force with little or no hassles. In a nutshell, barriers to working with the Air Force have been “mitigated” ( blown up sir! It’s focused on dual-use (now you know what that means!)

The Torch program created Innovation Clusters by creating national Science and Technology Industrial Parks (STIPs), Software Parks, and Productivity Promotion Centers. In addition to the 54 Science and Technology Industrial Parks, the Torch program also set up an additional 32 Torch Program Software Parks. Seed Funding (Innofund).

I'll add one more point: The SBIR program is based on a dated notion of small business research, and the multi-year process doesn't line up with the speed of many modern startups. In many cases I look at an SBIR and say "how about I just build that and sell it to you when it's done," but that is unrealistic today.
