The reason is that good attributes apply equally well to “external” partners, as they do to internal partners, like a co-founder or CTO. In fact, I would broaden the definition of partner from co-founder to “business partner.”

Thus you should do the same or more due diligence on educational background, previous work, and references. Is your project seen by both as an end in itself, or a means to another end?
