When organizations are small (startups, small teams in companies and government agencies) early employees share a mission (why they come to work, what they need to do while they are at work, and how they will know they have succeeded). The same was true for PR. I wasn’t surprised. I couldn’t care less about those.

Startups with huge burn rates – building leases, staff, PR and advertising – ran out of money. And government agencies find themselves being disrupted by adversaries unencumbered by legacy systems, policies and history. Both companies and government agencies struggle with how to deliver innovation at speed. IPOs dried up.

This is critical since the government is moving toward a speedier payment system, which will reduce the time it takes for victims to get compensation. To prepare the discussion, I worked with my colleague Pia d'Iribarne on a short memo summarizing a few elements that could be addresses in the labor law to reduce complexity and increase the agility of start-ups. At the time of enactment, the tax rate was set at around 24%, instead of the average income tax rate which was around 43%.
