In 1991 we went to war in Desert Storm to evict Iraq out of Kuwait. Iraq was also launching Scud missiles and we used Strategic Missile warning capabilities that we have (in space) to detect ICBMs, and we used them to be able to give warning of these smaller rockets. And it’s more than just the digital engineering of the thing.

The result is that the DoD has world-class people and organizations for a world that no longer exists. It isn’t that the DoD doesn’t know how to innovate on the battlefield.
